Do some have issues with Onkyo's not triggering the amp? Someone I know has a Onkyo 808 and it wont trigger the amp. Someone else did a test on the 808 trigger and it outputted 12vDc at about 80ma and wonder is this enough to trigger an Emo?

All of the Onkyo receivers I have seen the trigger is designed for "zone 2" use and not zone 1.
A wall wart type trigger which works from the switched AC outlet is usually the easiest way to work around this.
Your 808 has triggers for zone 2 and 3 and has no switched AC outlet so this makes things more difficult. I think in this case some people have used remote controlled power strips to use with a wall wart trigger.
My Onkyo 885 processor does not have this problem, it has 3 assignable triggers. This works nice I have it set so both my amps turn ON for HT and multi-channel use, but only one amp turns ON for 2 channel stereo use.

This info is for someone I know. He did set Zone2 to trigger but it won't turn his amp on. Was wondering if 80ma is enough to trigger it? I also don't understand why Onkyo doesn't make their triggers assignable across the whole line like they do on the Integras.

This info is for someone I know. He did set Zone2 to trigger but it won't turn his amp on. Yes but is he using zone 2 or trying to get the main (zone1) to trigger the amp ON?

I know there is no trigger for zone 1, I don't think trying to use the zone 2 trigger for zone 1 works, at least I was never able to do it with my old Onkyo receiver, so I used a wall wart. My old Onkyo receiver at least did have a switched AC outlet on the back I was able to use with the wall wart.

I simply programmed my Harmony remote to turn on zone 2 anytime I powered on my receiver and it works great. Worked for an XPA-3 also. If the light is coming on for zone 2 operation on the front of the receiver then it should turn on the amp. If not then possibly it is a defective trigger cable.... is he using the Emotiva supplied trigger cable? If not then make sure it is a mono plug and not a stereo one. Or try using zone 3 instead.

I'm not sure how the 3 zone receivers work, mine only had 2 zones and if you were using the 2 rear channels for 7.1 then zone 2 was turned OFF. Since I was using 7.1, I was never able to get the zone 2 trigger to work.

Why would mono vs stereo plug matter, unless you're using it to trigger multiple zones? A stereo plug into a mono socket should just leave right/ring unconnected.
I'd suggest plugging the trigger cable into the receiver and checking the voltage with a multimeter.
