Hello,
For my moving watching I have the following setup: TV -> optical cable - > XDA-2 Gen 2 -> 2x XLR - 2x Stealth 8. A lot of newer movies have no option to run a stereo mix, and sometimes I feel like I'm missing audio and can hear artifacts in the sound. I'm attributing this to needing a piece of equipment to down mix the audio into two channel. Do only receivers have this capability, or is there a more specific, single use type of device I could buy for cheaper to accomplish this?

Downmixing a multi channel sound track requires a processor, like a receiver or a home theater processor. Many TVs have this capability - what brand is yours and I'll look it up?

Does your TV remove have the "Mode" button shown in this graphic? If so pressing it should select several audio output modes, one of which is "STEREO." This is the setting you want. The user manual Samsung has on line for that set is very weak. If you have a "PCM" setting in your audio setup menu, that should work too.

I did not have a mode button, but in the sound settings I did have my sound set to PCM. My PS4 Pro, which is my source, is also set to send PCM signal. EDIT: I think I found the issue; at least according to what I read. Apparently digital coax and optical only have enough bandwidth for stereo over PCM. The movie I recently watched has the options of Dolby Atmos or DTS HD Master Audio. Both of these are significantly more than two channels. I don't believe my PS4 nor my TV have settings to specifically down sample the PCM to two channels before shipping it out, so that seems to be the issue here. Sadly, my TV does not have any other digital outputs and the XDA-2 does not have any HDMI inputs. I guess I'll have to look for a receiver/processor. Thanks for your help.

Looks like the output switch has a 2-channel position, so I will guess it does. Hard to say. A home theater preamp is the best choice, but this thing is cheap you might as well give it a try. You can always return it.
