Ah! Thanks for catching that! That would explain it! In my list of sound devices, see attached picture, you can see that I have something called "AMD HDMI Output" and "Digital Output". I'm guessing that the first one is the HDMI output from my GPU, which might be able to pass 24/192, but I'm not sure. (It's an ATI Sapphire 5770, and I have two in my PC) Do you have any idea what the second one is? It says HDMI in some of the properties, but I can't seem to find an HDMI out on the motherboard? I ask because that "Digital Outpu" is able to pass 24/192 as well, but I can't tell what that ouput device is! Attachments:

I'm confused as the driver info I found on your mobo says it supports 16/20/24 bit?
Also not sure why the second SoundMax digital selection. My mobo only has the SPDIF and the analog selection.

I'll give you one more thing that might be worth a try.
Since you know where the SoundMax driver may be found, you could uninstall it and let Windows 7 use the driver it has. This is the driver I use.

So, little update. I was able to verify that my GPU can pass a 24/192 signal. So I'm planning to go that route for now.
Interestingly enough, my headphones, which are plugged in via 3.5mm directly to my motherboard CAN pass a 24/192 signal. My optical cable, on the same motherboard, is still limited to 16/192. Weird.
Also, I tried Maiko twice in Winamp, and whenever it's in my program files folder Winamp is the slowest program to startup and load ever, and even then I can't get it to play a song without crashing. I tried another program as well (adionsoft) but I couldn't configure the device at all either. Strange.
I haven't had time yet to try out jriver.

Another update:
I can now use Maiko flawlessly in Winamp while using my headphones straight out of my motherboard. I haven't had a chance to tool around with it yet over optical to the UMC.

I'm guessing that they are limiting it to 192/16 for bandwidth reasons. Standard toslink seems to be at the edge at 192khz.

Just as an update, I'm now using HDMI out of my GPU and can get 24/192. I'm still messing around with Maiko for Winamp to get WASAPI, but it's giving me some trouble. I'll keep at it. Thanks for the help everyone!

Windows likes to resample all audio signals even ones played in high def to 16/48. So likely you were hearing a 16/48khz signal over your headphones from the motherboard even though the file was 24/192. The way to assure 24/192 output is to use WASAPI bit perfect mode.
