OK - scratch that last post...it's all working fine now. I just set it up so the Oppo comes on with whatever the first activity is, and it works fine now. I could swear I did tests earlier today with the Oppo already on vs. not, and that didn't change things. Now it does...so I am done screwing around with it!
I will chalk it up to some type of Oppo issue w/start time (even on the quick-start setting!). I would love to leave the Oppo off when not using it, but I guess I can't unless I want to have 30 second wait times for the Logitech to do its work.

Yep! Although...I may have just stumbled onto what the root of the problem was. I had a command in there to have the Oppo select the input "BluRay Player"...which it could only do once it was fully started. I think that if I take that out, I may be able to have the Oppo off when it's not needed, and therefor save the energy! I will try that later.

Mark Yeah, if you have the activity select an input then the remote must wait for the device to be ready to accept commands before sending the input command. I had to set my harmony delay for the UMC-1 to 9 seconds after turn on to change inputs the the desired one. As an alternative, you can skip the input command in the activity and add it at the end (in the Start Action section) like I explained in the HT Bypass thread. That way the remote will continue with everything else then change the input as a very last step.

And the final solution is now here...George - you were correct that the Oppo needed to be on and/or fully finished with its commands before the other devices took their commands. In my case, I had told Logitech to turn on the Oppo AND select the "BluRay" input, and this had to happen before it gave the UMC-1 its needed command. When I told the Logitech that the Oppo did not need to have any input selected, as soon as the Oppo powers on, the UMC-1 gets its command from Logitech - so switching is within seconds. Now, I can have the Oppo off when it's not needed (thus saving electricity!) and have the system power on and switch quickly.
Net, moral of the story for Logitech...if you do not need to give a device a command, don't program one! It will just slow things down and/or goof things up! This advice applies to both the issue with HT Bypass on the XSP-1 and the issue with the slow activity time linked to me telling the Oppo to select the BluRay input (which it is always set on anyway, unless I make a specific activity that doesn't use that input).
