I often create videos for my students, but sometimes have to present in locations that lack internet service. I like to embed youtube videos in the presentations, which becomes impossible without internet service. Yes, I could tether my phone and use that as an internet portal, but Verizon is eager to charge $$$ for data overages.
My goal is to download the youtube videos that I want and then embed them as local files into my presentations. My understanding is that youtube premium allows that downloading, but at a $12 monthly charge. I only need to download video occasionally, and $144 / year is a steep price to pay.
Are there other options?

Well, you may factor legality into it, but Chrome and Firefox have many add-ons capable of downloading videos off of YouTube and saving them in a shareable format (i.e. MP4 or avi).
As for YouTube Premium, the video must be downloaded and played back in the YouTube app from my understanding.

I have unlimited data with Verizon, and I have a hotspot. So, using my hotspot to access the internet where I don't otherwise have access doesn't hit me with more charges. But, there is a monthly hotspot cap, but it takes a lot to exceed it (yet my son has managed with a LOT of video use and gaming). And, even if you hit it, they only slow your speed for the hotspot for the rest of the month.

Not yet... It’s so annoying to get hit up by YouTube basic every time I use it, to go for premium. Sooner or later I’m going to commit to SOMETHING just to distance myself from the advertising.

Does youtube premium eliminate the advertising? That might be worth paying for by itself... Also, is there a discount if you join youtube premium for a year at a time? But the potential deal-breaker is what ngmitter brought up - If I have to play downloaded youtube-premium content in the youtube app, then I can't embed it in my Keynote/PowerPoint presentations. Without that capability, I can't justify youtube-premium at all. I'm willing to pay for a legal solution, but if that's impossible, then I'm driven to an illegal one.

I've been using YT Premium (formerly YT Red) for a few years.
I can't see going back to viewing ads.

I've had YouTube Red since the beginning since it comes free with my Google Play Music subscription. I haven't seen an ad on YouTube in so many years, I forgot there were ads.
For PC users, I highly recommend getting ublock or a similar ad blocker, since it works on YouTube. For mobile users, I think YouTube Red (or Premium or whatever it's called this year) is your only option.

I panicked when it was announced YouTube Red was going away.. it was free with my Google Play Premium.. so I cancelled Play Premium and just bought YouTube premium.. once you experience ad free youtube, going back to ads is too painful. Sometimes a friend without it, brings up a video to show me, and it sucks to sit through an ad.

Get VLC. If you do anything with videos, you need that anyway. Navigate to the youTube video—and copy the URL from the address bar. In VLC, head to Media > Open Network Stream. Paste the YouTube link in the box and click Play. Under Tools, click Codec Information. In the box that says Location, right-click the block of text and click Select All. Copy this text to your clipboard. Go back to your browser and paste the link in the address bar. This will open the source file directly on YouTube's servers. Right-click the video as it plays and select Save Video As.
