I'm aware that the Emo XPA and UPA series amps are designed to not be plugged into a surge protector...but what about the plate amps in the subs?

The amp in this subwoofer doesn't really look like anything special like the other amps they sell.
I have mine plugged into the surge protector and it's working great.

Seeing the power cord only has two prongs and it's a Class D amp I'd say it's perfectly fine in a surge protector. The outboard UPA & especially the XPA draw a lot of current and a surge protector could starve the amp which would cause less than optimum sound quality performance from the amp.
