I've got dual Ultra 12s in a 15x15x8 sealed room and they are amazing. I also have dual Empires in a 32x15x8 room, open to 2 hallways and a second room 15x10x8. I've never had both pairs in the same room to do a comparison, so it"s hard to provide an opinion, based on a listening test. On specs alone, I"d guess they'd be comparable. At their original sale price, the Ultra 12s were a steal. Nowadays, I think I'd choose a Legend.

Simply put an Epik Legend will have alot more displacement over the single Ultra 12 and will be superior for low frequency extension if thats what your after.
