I currently run an Onkyo TX NR 905 through PSB Image series speakers.If I pair the UPA-7 with my onkyo as pre pro would there be a significant upgrade in sound quality?

In my opinion, it's probably not a "significant upgrade". Others may tell you that it is unquestionably significant and, well, YMMV.
My 100W/ch. Marantz is well-rated, and I found that pairing it with a UPA-5 did not result in an overall significant improvement. At higher volume levels, however, the UPA-5 did make a noticeable difference in clarity and precision. I noticed the same thing when pairing my UPA-5 with my buddy's Denon AVR-4310.
That being said, I like my UPA-5 and I feel very comfortable having a dedicated amplifier powering five channels (or just two, when listening to music in stereo) in my system.
In this respect, I don't think you'll be disappointed with the UPA-7.
