Once it is verified you are a customer you get the VIP status.
Now for being a mod here, I guess they come to you.

Will some one explain the pecking order on here. How do you become a moderator or a Emo VIP? Well, they first would have to have the need for another moderator. I think they're pretty well staffed at the moment. |

VIP Crew Checking in. LOL! Seriously though, I think any purchase will make you a VIP. Post count has no bearing on it.  As for moderators, I think Bootman and Geebo are both correct. First, they must need a moderator. If they do, then they will most likely approach you for the "job". |
