It's one of many Chinese Ebay sellers. I've never bought from this one but I have from others and as long as you understand what you're getting they are fine. Don't expect super high quality or perfectly clear directions, and be willing to lose your money if the product sucks and you'll be fine.

You can buy a Chinese built tube pre for not much more money.

I'm gonna do my own DIY guitar tube amp but a stereo tube peamp for my music listening needs would obviously be a more difficult project because distortion is not one of the goals.
