Hey man welcome to the forum, as far as info for an amp to power those vega's we need more info like room size, listening habits and budget, I could say for any application the XPA-2 is a majestic and rock solid amp for $899, next i line is the XPA-1's or an XPR-2 for added power and headroom. One question I have is why buy a Onkyo receiver instead of say a UMC-200 or PT-7030, is this for a 2 channel setup only or for a 2ch/HT system, and are your sources analog or digital. If 2ch is all you are going for the DC-1 Stealth DAC and/or the XSP-1 analog preamp are well reviewed pieces.

If you didn't buy the speakers yet, I would consider other speaker options first.

For $400 to $600 dollars there isn't an Emotiva amp that you can buy new that will best power your speakers. There are amps that you can buy new that will power them and give you a good sound. If you're vigilant, you should be able to pick up a used XPA-2 for around $600 - $650 that would make your speakers sing at full song. Yes, you can go with the XPA-1/XPA-1L, or the XPR-1/XPR-2 but, quite honestly, you'll be able to meet your budget and your goals with a used XPA-2.

If you didn't buy the speakers yet, I would consider other speaker options first. Yes, he should consider Phase Tech PC series speakers; they are the best on the market at their price and blow away most speakers costing 2-3 times the cost. The person I bought my PC-9's from commented that they had the most hard hitting bass than any CV that he had ever owned. But, just as you didn't buy (or likely seek out) Phase Tech and got what you wanted, the OP has a certain speaker that he owns or in mind that he feels fits, not only his budget, but what he hopes to achieve for his personal sound. Some people just enjoy the music.

I never considered phase tech but who cares lots of great speakers at that price point. And they are good speakers but I certainly wouldn't recommend $2k speakers to someone with a total budget of $1200. But IF they haven't made a purchase yet, I'd tell them to spend the majority of their budget on speakers.
My other subtle point is if you have cerwin vegas...other components can only do so much. Perhaps get a $300 receiver and save for better speakers.
