I recently purchased a turntable and have it connected to the analog in on my pt-7030 via it's line out connections. Would there be any difference if I were to acquire a phono preamp and connect it via the phono outs ?

If your TT indeed has line outs, no preamp needed or desirable.
It's for a signal right off the cartridge,,,,,,,,

So the phono preamp doesn't "add" anything ? or carry a better signal persay ? since it has line outs is that like a built in phono stage ?

Right, it sounds like your TT has this built in. If not, volume will be very low when you try it.

The specs are kind of vague but it does say "auxiliary output", that does sound more like line level (meaning it has a phono preamp). It would usually need one to do the A2D anyway. If it didn't have a phono preamp with RIAA EQ then besides being low volume it would be lacking in bass and very bright.
