Maybe somebody can help me. I'm trying to turn all of my gear on and just use dish sat remote. Xmc-1, sat box, and tv all turn on (hdmi sensing). Oppo does not. Any thoughts?

It is because you are not using the Oppo input.
Did you try switching inputs to see if it would turn on then?
If not, CEC isn't as universal as the manufacturers would let you think.
I usually turn it all off myself and rely on my universal remote to do everything with macros.
