Are they designed for the tweeters go on the inside or outside?

That's up to you - and it will depend on things like how far apart the speakers are, and whether you toe them in or not. Do it whichever way sounds better in your room. Are they designed for the tweeters go on the inside or outside?

I have Magnepan panels. And BOY, is Keith right. I'm expert at the setup of panels and can tell you that EACH setup has its own personality. When I bought my new panels a few years ago, some things at Magnepan had changed. I won't go into the tedious details but I tried ALL FOUR setups. Tweeters IN or OUT, of course. But the panel is NOT the same front and back, so THAT had to be tried as well. Factor in TOE and the various spacings, even from the front wall, and the possibilities are HUGE. Some setup efforts lasted 2 minutes before being rejected. Other setups lasted days or weeks. Excess toe produced NO side image while lack of toe produced a 'hole in the center' effect. Stuff like that. It was a big PIA and took quite a while. Final setup is good. Spacious image. Proper frequency balance. Very good bass. And when I was done, I wrote down everything so if I had to move the speakers, I could put 'em back EXACTLY where I have 'em now. The XRM-6.1 is low to medium sensitivity and if no reactance problems, should make good use of medium powered amps. The next issue would be crossover and type. My panels have a1st order high pass and 2nd order low pass which has some audible / setup consequences. You can LISTEN your way past that stuff during setup.
