Can I use the Uptown REGEN uptoneaudio.com/products/usb-regen with the DC-1 and also I have a new Parasound 2100 Classic preamp is it going to be a problem bypassing the preamp in the DC-1. DAC now is a ifi nano DAC I'm guessing your product will give me much better SQ?

My mind spins - I know there is supposed to be a question in there somewhere, but I'm still trying to figure out what the question is... "a ifi nano DAC?" Was that meant to be "iffy?" - "WiFi?" - "Jiffy?" - "Spiffy?"
IF you're asking if you can just use the "line level" (not volume controlled) output of a Stealth DC-1 into a preamplifier, then the answer is yes.
IF you're asking if the Stealth DC-1's volume-controlled output needs a preamplifier, then the answer is no - The DC-1 is perfectly capable of driving a power amp directly.
If you're asking if a USB clocker, such as the Uptown Regen can be used upstream of the Stealth DC-1, then the answer is "I don't really know, but I'd bet so."
If you're asking if the Stealth DC-1's volume controlled output sounds better than it would going through a preamplifier, then the answer is "probably, but you'll need to try it."
I'm sorry if this sounds like a smart-ass answer - It isn't intended that way. I really don't quite know what you're asking so I've tried to cover all the bases.

Don't think you can bypass the DC-1 volume control but perhaps you can use HT bypass on your Parasound preamp (if it has such functionality) I have a iFi Nano iDSD and I'm convinced the DC-1 will sound way better. However, the DC-1 cannot deal with DSD. EDIT: The DC-1 can be set to bypass the volume control through the setup menu.

Just a note - by bypass I think it means it sets the volume control at 0.00 line level. But I don't think it skips the volume control circuitry if that was the intention.
