I have an Onkyo 818 A/V receiver driving a 7.1 home theater. I have Definitive Technology UIW RLS II for the L/C/R up front. I have Monoprice in walls for the surround. I'm not interested in Atmos. I have a Paradigm powered sub. If I used the Onkyo as a preamp and bought the new Emotiva BasX A-700 would this be an upgrade? Or more of a lateral move? emotiva.com/products/amplifiers/700

I believe you would hear an improvement. In a similar experience, I added a Emotiva 2 channel (UPA-200 - the predecessor to the BasX A-300) to a similarly powered Yamaha receiver with the flagship Def Tech BP7000s and the difference was very dramatic. Like "Oh! That's what these really sound like" dramatic. However, when listening to speakers with less "potential" like the Definitive Technology BP-10s, there was difference, but significantly less dramatic.
In your case, you have in-wall speakers (good ones), and I think there would be an improvement. But also, the LCR are going to be the most important sound-wise, and so you might want to stink about just adding amplification to those. I know its pricey, but I suspect a 3 channel XPA-3 might yield better results than a BasX A-700.

I picked up one of the last 7-350's to add on an entry level Aventage receiver with hopes of making a difference. What I ended up with was ground loop problem and an audible hiss out of the tweeters on all 7 channels with my Def Tech system. After a couple of hours it got boxed back up and put into storage--YMMV.
