Yes indeed...……..BOTH is what they are saying, however very little public info is out there particularly on the audio end. And...…..it would have to be. Simply a "certification" (like THX) did not fly well in the face of a slew of gear out there that is outstanding indeed, without carrying that certification. Bill thats because the THX certification cost a ton of money just to have that slapped on the units....and had no real world value. As a former THX employee, I say thank you very much.

When I got into the home sound hobby thx certification was something I thought made the gear something that was more reliable and/or specifications more realistic. Example. Pioneer avr’s.... the value line wasn’t thx certified but the elite line was. Same as onkyo avr’s. Then some brands started slapping the thx label on every product in their lineup.. or so it seemed. And certain thx certified products started failing throughout the entire lineup.. cough cough looking at you onkyo.. cough cough. To this end I don’t believe thx certifications hold the same value they once did. It’s not nearly as controlled and static throughout the industry anymore. My opinion. Ymmv.

Call me cynical, but in the retail brand name recognition war Atmos has currently a strong lead over DTS-X. From what I have seen that's not the case in the industry, but in retail most definitely. DTS has to do something about that otherwise they risk falling even further behind. Their solution is pretty simple, find a suitable brand name with strong retail recognition and align DTS-X with it. Hence IMAX, with strong brand recognition and often sold as being a "superior" format. DTS aligning with IMAX has potential from a brand name perspective, whether it's enough or not is yet to be seen.
FWIW I prefer DTS-X, to me it has a better sound quality, for example I haven't found a movie yet where the dynamics are suppressed like some Atmos sound track are. For sure that's the movie studio, sound engineer/mixer decision but the studios that use it seem to be doing it with Amtos and not with DTS-X. There is no market confusion with DTS-X it's 7.1.4, simple. Streamed DTS-X should be the same as DTS-X on a disc, there is no cut down version like with Atmos based on Pro Logic+ *(ie; lossy 5.1). DTS-X Neural adds the functionality for channels/speakers above 7.1.4. For me the big winner is the ability to adjust the dialogue, which walks all over simply turning up the centre channel in Atmos.
