Had one and never had issues. Have you check in your sound setting what is your main output device on your computer?

Had one and never had issues. Have you check in your sound setting what is your main output device on your computer? Yes, there's no other sound devices as I disabled the onboard sound card. The PT100 doesn't show up in Windows Device Manager (sub section Sound,video and game controllers)
Originally, I remembered the connection was seamless when switching between my Android phone and PCs but (currently) suddenly no matter what I do I'm unable to instantly use the DAC. I'm forced to wait a few hours first. Frustrating...

If you are plugging the PT-100 into a USB hub that may be the problem. I have a dual boot HTPC connected to a PT-100 and both OS's detect it just fine, but I don't use a hub, plugging it directly into a USB port - 3.0. I've tried using a hub and ran into similar problems, but it was a DAC. A DC-1 to be exact.

I've tried swapping between USB 2.0 and 3.0 ports but still can't get it to be detected. I'm using Windows 10 1909. In device manager under USB Controllers, when I disconnect the PT100, a device called Generic USB Hub goes away. When I reconnect the PT100, that shows again.
(that might be normal.. but I've no idea why the PT100 isn't detected immediately after being powered on)

Have you tried swapping out USB cables? You might be using a USB 1.0 cable. There are differences. If you have an older 1.0 version it may not work.
