ARC delay greatly reduced with update, sound comes on straight away, then goes, comes back and stays. This all happens in approximately 1-2 seconds. Very quick from before. When I start I have Tuner as default, when I select ARC, it won’t, I have to cycle through the inputs to the Toslink connection. From then on, ARC will activate. Using Samsung TV.

Just a thought, but have you considered using an unused HDMI input as your preferred "Startup" input rather than the analog "Tuner"...? I have an LG CX and the ARC connection is reliable and rock solid using this new firmware.
I know in the past we've all had to come up with workarounds that may no longer be required or necessary. For example, on my RMC-1L, I use the default "Last Used" input (which is almost always an HDMI input) and I use the "VRO" power mode (which is now also the factory default) since it keeps the HDMI board alive and since I deplore the long boot up time.
Using those factory defaults, my RMC-1L seems to work extremely well (and has for quite some time). In the rare instance where I feel the system could use a reboot, I simply press and hold the "Standby" button for ~6 seconds which initiates a full system shutdown. When I turn it back on, the system fully reboots from scratch.
May be worth a try...
