Can the ET-3 Trigger Expansion Module accept a 5v Trigger In signal and output it as 12v?

Yes it can, per the manual as I use one as well since for some odd reason both XMC-1's I have owned/own will not trigger my Outlaw 7000X amp It states.. 3. Trigger Input 5 to 12v in, 3.5mm (1/8 inch) mono jack (tip positive) Here is a picture of the manual, Cheers

I just received an ET-3 module and even though the documentation states that the trigger outputs are supposed to be 12 VDC, my unit is measuring its output at 10.5 VDC, which is causing some of my devices to not trigger because they require 12 volts.
Is my unit defective or is 10.5 VDC the nominal output in reality?
By the way, the supplied power source for this module is measuring its output as 12VDC, so the loss of power is from within the module.
