I can tell a difference when:
set to low med sounds the same as low high sounds the same as low
So is this normal? Or is there an issue with DV?
If this is normal then it adds to much bass. So I don't want to have to turn the bass up and down everytime I use DV.
So I guess I will setup another manual EQ for my SAT input since these are supposed to be remembered by input setting and turn down the bass and see if that makes it acceptable. At least this way I will not have to keep changing the sub vol everytime I use DV and Sat is the only input I will use it for anyway. The discrete code makes turning it on/off so much easier.

I can't tell the difference between Low to Medium, then Medium to High. But, if I quickly go from Low to High I can tell the difference. High has more volume leveling than Low and seems less dynamic. Yes, it is normal that it boosts the frequencies. You can read more on it here.

Since I haven't seen any answers to the question, here is a quote from the Onkyo Integra DTR 80.1 manual explaining the settings:
Off: Dolby Volume off (default). Low: Low Compression Mode becomes active. Mid: Medium Compression Mode becomes active. High: High Compression Mode becomes active. This setting affects volume the most, causing all sounds to be of equal loudness.
So it is a matter of degree of volume equalization. We set ours to high and never have to dive for the remote even when the loudest commercials come on.
My question is, does the UMC-1 use Dolby Volume in Half Mode or not? When using DV the high and low frequencies are boosted less and less as you increase the volume toward reference level. Beyond reference level they are cut without Half Mode, but with Half Mode they remain untouched.

Well I created a new manual EQ and turned down the bass all the way through 250 to -10 and this did not have any effect that I could tell on DV.
So DV is just boosting the bass to much for me to use it. Maybe down the road it can be tweaked down some. But I still say you should notice a difference between low-med-high settings.
